Budget?

If the budget stretches to it, for drivers, (and audio quality) I'd say RME are the ones to look at first.

If that's too expensive, maybe Focusrite, but not a USB-bus powered interface, one with it's own psu.

I've seen posts of problems with Phantom Power with some of the "low end" (inexpensive) bus powered units.  If you go that route, get it at a place that has a liberal return policy in case it doesn't do the job.  
 
I haven't seen any reports of ground loop hum problems with units that have a power supply.

You are correct, the lower end Behringers UM2 ($29.00) use ASIOForALL.  The UMC204 has its own drivers (I checked!)  it is $79.00.  Here is link to check it out:

I am running the Behringer XR18 as an interface and it has its own ASIO drivers. It has Midas designed preamps and sound is great! The above interface ALSO has midas preamps.

I'm running a UMC1820 that's working really well.  Proper drivers, phantom work fine.  The UMC404 I had before this failed hard and it took weeks and weeks due to lack of repair parts.
 
Behringer works fine when it works.

For this purpose, a bundle would be the way to go.  This way the kid has everything he needs to start recording.

Good choice. I was going to recommend that or the Steinberg us 22 mkii which also has optional power supply. 
If the person is never going to use a mike that requires Phantom power the Scarlett Solo is certainly popular.

A little pricier in total, but when you break it down, its very affordable, and has everything needed to get someone started in recording.

The thing is, to me for someone staring out why a LDC? I would spend my money on a 58 or 57. LDC are often a pita in an untreated room. I use my Beta 58 on vocals and for me it sounds perfect.  There's no one mike that works for every singer. 
You could get the Focusrite Solo and a good dynamic mike for $250.

I don't disagree. My first setup involved an M-Audio 2496, a little Behringer mixer and an SM57. I still have the SM57, and while these days I don't do much recording via microphone, when I do, the SM57 is usually involved somewhere...
