If you have both connected internally (whether SATA or PATA) and the BIOS recognizes both drives you can either set up a dual boot or most BIOS allow selecting which drive to boot from. On a Dell it's F12 at POST, on an Intel motherboard it's F10.
You didn't list what PC you have so all we can do is guess.
If you have the Operating System installed on both drives and both drives are bootable, download and run Easy BCD
HERE and it will set up the dual boot. Then when you boot up the PC you can select which drive to boot from.
