2016.09 (22.9.0.30) Plugin Load balancing MIDI timing problems

As the title suggests when plugin load balancing is enabled, the MIDI timing for plugins under some circumstances seems to go very wrong.
 
A example of which : Using IzoTope StutterEdit on a bus, being triggered by a MIDI track.
 
I think there may also be timing problem introduced with MIDI effects.  I think I'm seeing this with the delay effect, however it's a very large project & quite hard to pick apart to be abosutely certain.
