The best case scenario is to have high clock-speed AND 4+ cores.
If the clock speed difference is huge, you're best going with faster clock-speed.
With current generation CPUs, you really don't have to choose.
ie: i7-4790k is quad-core (8 virtual cores) running at 4.4GHz for ~$300
