4 Track Cassette transfer question regarding speed and pitch

I have a guy who had a 4 track cassette recorder with a variable  speed pitch control. He recorded his projects with it maxed out.
 
Now he had a different machine with no pitch control so the tapes are clearly running slower. 
 
We need to transfer several tapes to Sonar. What is the best way to then both speed up the song and get them up to the correct pitch?   If it's a two step process would doing one or the other first make a difference?

    If it was a Tascam Porta series I have that machine.

    For the cost of postage (both ways) I'd be happy to transfer the tape(s) and then create a project folder with wav files and burn them to a DVD.
