ACCURATE PLACEMENT OF TIMELINE/CURSOR THINGY

When I try to place the timeline/cursor it always goes back to the previous whole number. How can I position it more accurately? Hope this makes sense, despite my lack of proper terminology!

    Change your 'snap to grid' settings.  They're likely set to either 'whole' or 'measure'.

    Thanks for that, but where can I find these settings? Just had a look but unsure.
