The answer on that question depends from the method you try to use:
a) you setup "Cakewalk ACT MIDI" control surface plug-in and you have MIDI learned some button there. Then you try to "ACT Learn" some VST plug-in control. In this case your button should function as a toggle, that is the logic inside "Cakewalk ACT MIDI". Even in case you switch between momentary/toggle mode in hardware preset
b) you just let the button send MIDI directly into your plug-in, so without ACT. And you have "MIDI learned" it inside plug-in. But for some reason it does not work what you want.
In case of (a), try relearn your button as a fader/knob inside "CW ACT MIDI" and then "ACT Learn" it again in VST.
In case of (b), let us know the plug-in/parameter in question.
