ACT oddity driving me nuts

ACT has never been my friend but I give it a go now and then.  In my latest attempt, I am trying to map rotary keys according to article by craig. Mostly works, but for some odd reason when get to the 5th one, there is no response despite following the exact same procedure.  This happens with two different controllers.The 5th rotary controller works fine on plugins, but just not on console.  Any ideas?

    which plug-ins did you try to remap? brand? VST2/VST3?
     
    just discovered yesterday that mapping WAVES VST3 with ACT doesn't work as expected and posted a question (http://forum.cakewalk.com/FindPost/3183224) but due to work load haven't had a chance to do more testing myself or find a workaround ...

    I wasn't trying to remap a plugin but set up fader and panning controls on console
