Select where you want to split the clip and press Control-E. The pro Tools term for "split" is "separate".
Select the clip that you want to add the effect to then select "Audio Suite" and select the desired effect.
Make sure the Audio Suite header in the effect is set to "Playlist" and the "Use in Playlist" button is on (blue).
Click the little speaker graphic box in the lower left corner of your effect to audition and set effect for desired sound.
When you are happy with the sound click the "Render" button in the lower right corner and the selected clip will get rendered with the effect.
