Any good, free graphics programs out there?

Can anyone recommend a good, free graphics program? Doesn't have to be too fancy. One use is for resizing a file, such as making a picture into an avatar like for use in these forums. These have to be a certain size. I used to have an older version of Photoshop but that doesn't work with my Win-7 and I can't justify the upgrade cost versus usage.

Broken pencils are pointless.

    GIMP is good, but if all you're doing is resizing images, it's overkill. It's almost like a free version of Photoshop.

    I like IrfanView for something like this. It's fast, it can open and save to dozens of formats and create slide shows for CDs. And if you add in its plug-ins, it can play media files. It can even scan, if you have a scanner or multi-purpose printer. There are smaller, faster image viewers and editors out there, but IrfanView strikes a nice balance between speed and features.

    You might start out only "needing" to resize a picture..but after you play around with it for a bit, you'll be "needing" to do all kinds of other photo manipulation/adjustments
