The file is place in the root directory of the drive that contains the backup. It is used by the Win7 backup utility. It does not contains the data that was backed-up, that should be in another directory on the drive. If you deleted the backup, you can remove the MediaID.bin file, otherwise leave it alone. I do remember a day when placing user files, like your cwb in the root was frowned upon. Better to keep your own stuff in folders. I am sure the technical reasons (filesystem limitations on the number of entries in the root) are no more but it does keep things a little neater.
