Are audio track inserts PRE or POST volume fader?

For example, if I'm using Slate VMR, will increasing the volume from the track's fader in Sonar affect the signal going into the VMR modules, or will it only affect the volume after all of the VMR processing has been done?

Are you talking about in the track Effects Bin?  They are pre fader.  You can insert your effects into a bus, or aux track and then send your desired tracks into that if you want to drive a compressor harder with a volume fader

Be the first one who thinks that you can

Yes, the Effects Bin. Okay, good to know. So the most elegant solution as far as VMR is concerned would be to just use the Trimmer module to adjust gain levels before each other module.
