I had the same issue with Omnisphere on my 32-bit XP system. I scanned probably 15 times overall and would never make it past Omnisphere.dll. Reinstalling, re-patching, resetting all VST's didn't help. Omnisphere continued to work in other hosts, including 8.5.3.
Finally out of exasperation, I moved the omnisphere.dll into another folder that Sonar also scans for VST's and scanned again--this time it worked! Of course this change would screw up all other VST hosts, so I then moved it back and re-scanned, and it found it again at the new location. Worth a shot.
Just shows how utterly flaky the Sonar VSTScan process can be - I always dread messing with VST's because of this process, as it feels like the moon, the stars have to be in perfect alignment when stacking a house of cards. Voodoo should not have to be part of running softsynths, but we get ZERO feedback on the process--only by watching a scan (continuously) for 5 mins. or so can you happen to catch the glimpse of the last "failing" VST. Of course, since it just closes down the scan like everything's OK, you could think you have everything registered and available...until you actually try to use it and it isn't there. I'm still not 100% sure all of my plugins are registered in Cakewalk--the only way to know is to try to load each and every one of the 80+ plugins I have loaded after a VST Reset/Rescan.
