I would split it. I would find a places before and after the section you want to edit with little to no hits, split it there. That isolates the small piece you want to work on to a separate clip. Then you can put transient markers on that piece where you want them and modify.
If it's a really busy part, some times moving things around causes issues. It may be better to split the small clip further at the beginning of the individual hits you want to correct and move them to strike at the right time. Instead of trying to move the audio hits. Not sure if that makes sense, but the difference is whether you move a clip that starts at the beginning of a hit to the correct time, or whether you move the hit inside the clip to the right time. If you split it correctly, the first one will generally work better.
Also, I used to be afraid of splitting clips too. But if you learn how to fade between the clips using crossfade and how to stretch a clip to close enough to then use the crossfade, it all works very well. I've learned to chop them up, paste them back, chop them again, paste them back, till you get it right.
Here's what I do if the part is really off. Split the clips at major beats, like 1/4 beats or even manually at major beats. Move those clips to the correct beats. This makes the beats in between those major beats line up better.
But if the hits between still don't line up like I want them, you can then further split at those beats and move those where they need to be. Once all the beats are lined up right, then fade/crossfade the clips and bounce to clips to put them back together.
If some of the clips are not close enough for a crossfade to work very well, you can stretch the clip to the left but not all the way to the adjacent clip to the right, just close enough to crossfade the two. Then bounce to clips to put them back together. For stretching I use "fit to time" and leave the beginning alone as that's the beginning of a hit you already put at the correct place, change the end time to something close and use the most advanced radius algorithm.
