I had already got the automation working with the automated mute setting. The problem was the effect of the button on the control surface on the track was to toggle mute, but the recorded data was momentary. So I push the button for a moment when I want to mute the track, and the track mutes. However the recorded automation is just a momentary mute.
Assuming you have followed Craig's method...
Check that the button on Control Surfaces is:
a) not doing something in addition to "Remote Control...", I mean it is not used in ACT MIDI/other CS plug-in
b) reconfigured to send some Note instead of CC (23, as you have mentioned)
CC in "normal" momentary mode trigger value 127 (or some other value on pads) when the button is pressed and value 0 when released. So press/release trigger Mute On / Mute Off. In my tests, Note produce expected result.
