Automated Mute problem (see 2nd post)

I find I can control the mute simultaneously from my control surface by pressing the two track mute buttons. Now I want to record the control surface buttons as mute automation on the tracks.
 
I have the tracks set up with mute automation lanes, the track mute button set to automated mute, automation read and write enable are on. My control surface mute buttons cause the mute to change during Sonar playback, but the action is not recorded. The mute envelopes remain flat line. 
 
I tried using the remote control / learn function on the mute automation envelope. It learns the control surface mute button as control 23.  When I record, the mute envelope does record a momentary spike only while the button is pressed.  It does not toggle the mute state, like the button actually function. It records the momentary pulses, which do momentarily mute the track when subsequently playing back. 
 
How can the actual track mute behavior (toggle) be recorded and automated?

The problem was the effect of the button on the control surface on the track was to toggle mute, but the recorded data was momentary.  So I push the button for a moment when I want to mute the track, and the track mutes. However the recorded automation is just a momentary mute.
 
Thanks for the tip on side-chain gate. That's a great way to link the tracks.

Assuming you have followed Craig's method...
 
Check that the button on Control Surfaces is:
a) not doing something in addition to "Remote Control...", I mean it is not used in ACT MIDI/other CS plug-in
b) reconfigured to send some Note instead of CC (23, as you have mentioned)
 
CC in "normal" momentary mode trigger value 127 (or some other value on pads) when the button is pressed and value 0 when released. So press/release trigger Mute On / Mute Off. In my tests, Note produce expected result.
