Bank select unavailable for Generic instrument?

In Preferences / MIDI / Instruments,  I set all 16 channels of one MIDI device to map to the instrument "Generic (Patches 0-127)"
 
When I use Event Manager to insert a patch change in a MIDI Track, I cannot set the bank.
 
The "Bank / Patch Change" dialog has a drop-down for Bank Select Method. I select Controller 32.  (although I have the same issue with any of the bank select method settings)
 
Below that, there are dropdown menus for Bank and Patch.
Patch works fine, and has a list of 0 - 127.
The Bank dropdown has no choices. It only shows the symbol "..."  Attempting to type a number to replace the "..." is not saved. The event does not generate a bank change.
 
How do I cause a bank change to be sent?

What synth are you using?

It is a Korg Kronos.  I'm working on developing a program to map my 3000 programs and combis in the Kronos to an INS file, but for the short term I just wanted to emit a quick bank/prog change.
