CW4 still not seeing LAME

Okay, I've downloaded lame. Here's the process:
Open Tools>Cakewalk Ext Encoder Config
get the "Cakewalk External Audio Encoder Setup" dialog box
Friendly name: lame
Extension: .mp3
Description:  lame
Path:   C:\Program Files (x86)\Shared Utilities\lame\lame_enc.dll
Command Line:  lame -b 48 -m j %l %0  ( %l     a one or lowercase ell?)
Hit Save button

In cakewalk
File>Export>Audio
file name:  foo_music.mp3
Files of type:  mp3
Preset :Entire Mix- No FX
Source Catagory: Entire Mix
Channel Format: Stereo
Sample Rate:  44100
Bit Depth: 16
Dithering: Triangular
Hit "Export"
Get the message:  "The mp3 encoder must be unlocked. Go to cakewalk.com  blah blah blah"

What am I missing?

Save yourself a lot of greif and download a stand alone encoder, and do your MPe compressions outside MC4

There are so many reasons to do it this way, like it forces you to export wave file, so you do not end up losing projects. You get far more options from stand alones.

the problem is that you can't use the lame_enc.dll - it has to be an executable file.  there are some executable compiled versions of lame out there on the internet - that's the only way you can do it.  it won't work without an executable.

Success!!    Downloaded an executable and extracted it.
Took me a few minutes to dredge up DOS out of the
murky depths, but got it done.  Many thanks for your
    info and patience.
