I think anyone could answer 'Yes' or 'No' to that question, and being right either way.
Imagine 'all possible sounds z3ta+ can create' as a sphere, and 'all sounds a juno 106 can create' as another sphere.
Those two spheres have some volume of intersection. Definitely, the 106 sphere isn't completely included in z3ta+'s sphere, nor vice-versa.
All sounds in the intersection volume can be created for both. Simple 106 patches (basses, leads, some pads, etc.) can be authentically recreated with z3ta+. Some others (particularly hoover sounds) cannot, and I honestly haven't heard any synth which does.
There're other synths claiming being more 106-authentic than z3ta+ for sure. You might want to do a search at kvraudio forums for it
