Can't Activate Tool HUD in Loop Construction View

Does anyone know how to activate the Tool HUD in the Loop Construction View?
 
I can't seem to get the Tool HUD to come up while my cursor is in the Loop Construction View using the "scroll button" on my mouse.  I have to move my cursor over to the Track Pane to bring it up in order to select a different tool that I then use in the Loop Construction View.

PS - I CAN use the "T" key to display the Tool HUD in the Loop Construction View.
