Can't Change Input

From time to time I have this weird issue: a track (MIDI track, Fantom Synth track, etc) will not let me change input.  It was OK originally but somehow changed itself to Console, V-Link 700, or something else.  I can open it and make the right selection (e.g., Fantom synth or MIDI port) but it immediately goes back to the weird, wrong value.  Ideas what is causing this?
 
I checked Preferences and my devices are all correct.  Other tracks are OK.  Today was the 3rd or 4th time this has happened.

    I go to the bottom of the track Inspector, click the input, and the selection box pops up.  I make a selection (e.g., MIDISPORT PORT B, VS-700 Stereo 3-4), and as soon as I close the box, the input reverts to the old, incorrect value.

    I don't know how I am getting the pop up if the track is not selected, but I will investigate that.

    The secondary and root problem is how and why a project suddenly changes the inputs to odd values.  This never happens to virtual instruments: only to external synth and audio tracks.  Instead of correct MIDI ports or correct VS-700 interface inputs, I get oddball things like Fantom VS or Console 700.  The fantom should only be the input, of course, when the Fantom in the VS-700 is inserted as a soft synth, and I cannot imagine why the console would ever be a track input.
