Can't Drag Effects to Tracks in Track Pane Anymore!

I used to be able to drag effects either from the effects browser or copying (Control + drag effects) effects from the inspector view to duplicate effects by dragging into other tracks in the Track Pane. 
 
Now after updating to x3e, I can't seem to be able to do that, I get only a stop sign upon dragging it over the tracks in the track pane. Now I can only drag to the FX Bin in the inspector!
 
Is there a setting or something that fixes this, or is it something new that disallows me from doing this?

    If I understand you you are dragging FX onto a track and not into the FX bin, is that right? If so I can't say I have ever done that. What you are doing is using clip effects as a track effect. At least that what I think is going on.  It should stop you unless you have a clip FX bin open.

    I used to be able to drag effects from the FX Bin window in the inspector view to other track's FX Bin by simply control + Drag from the inspector FX Bin of a track to another track by dragging and dropping it to another track on in the track view window. It will end up duplicating this effect onto that resulting track's FX Bin.
     
    This way it allows me to duplicate the effect across mutiple tracks in a breeze.

    I just did a ctrl+ drag and it did exactly that. A duplicate instance of the plugin was placed into the other FX bin. But I used the track FX bin not the inspector one. I tried that also and it worked too.

    Dragging straight into the FX Bin of the track works, but i used to be able to drag anywhere on the track and it still works too. Sometimes when I have too many tracks the track height will be too small to show the FX Bin hence I'm asking this.

    Just so I'm clear about it. My view is that dragging an FX to a track is like creating a clip FX that is independent of what is in the FX bin. It is possible that you have no audio in the track or where you are dropping it has no audio. 
     
    Sonar allows each clip on a track to have its on FX in a clip FX bin. It will not show up in the track FX bin. 
     
    You can see if the clip FX is there by looking at the end of the clip at the top right.

    I recall seeing that "X" a few times, but it always ended up being something stupid...like I was trying to drag into a track with no audio or something like that.

    He's talking about dragging into the Tracks pane (i.e. the track header area) not the Clips pane of the track view. And it was previously possible to drop FX there without directly hitting the FX bin. I'm not sure when this changed; it may have been the "e" update.

    Yes, it should, and it used to, but now you get the "no-go" icon everywhere you hover over the track header other than the FX bin, and when you release the mouse button the FX is not loaded.
