I don't know if you're missing something, but we're missing your system and hardware specs.
If we don't even know if you have a soundcard capable of 24 bits, we can't even start guessing.

SONAR PE 8.5.3, Asus P5B, 2,4 Ghz Dual Core, 4 Gb RAM, GF 7300, EMU 1820, Bluetube Pre  -  Kontakt4, Ozone, Addictive Drums, PSP Mixpack2, Melda Creative Pack, Melodyne Plugin etc.

I've been doing some digging, and it appears that X1LE and the Duo both support 24 bit.
So you should have these options:
    Go to Edit>Preferences>File/Audio Data.
In the File bit depth box, click the Record Bit Depth down arrow.
You should see 16/24/32/64 as options.
    Select 24 here.
The Render Bit Depth may be set to 32 or 64.
You don't need to change that.
Be sure to hit the Apply button at the bottom of the Preferences window.

Is your sample rate set to 44100?
What is your reported round trip latency?
