SONAR does not provide a means to change a project's sample rate, except insofar as it does a great job of converting files as you bring them into a project.
To convert a whole project, you'll have to export every track, start a new project at the desired sample rate, and then import each track into the new project. SONAR will do the conversion when it imports the files.
Another option is to go into the audio folder, select the audiofiles for the project in quesion and use a program like , "dbpoweramp" to convert them to the sample rate you want. Are there any other programs that change sample rates?
