Clipped Track/Bus From VST

Windows 10.
SONAR Artist.
 
Hello,
Every time I open SONAR Artist DAW and load a mix with stereo vst, the audio track and/or bus seem to clip at +9dbs. This happens specifically to the tracks/buses with the stereo VST. I am not certain if it is the VST itself or perhaps the audio settings need to be adjusted within SONAR Artist DAW. 
 
Driver Settings within SONAR Artist DAW:
-Sampling Rate: 48000
-Buffers in Playback Queue: 2
-Buffer Size: Fast 42.7msec/2048 samples
        Input: 47.2 msec, 2264 samples
       Output: 51.2 msec, 2456 samples
       Total Roundtrip: 98.3 msec, 4720 samples

    When you say "clip" do you mean audibly or on a meter somewhere?  Digital clipping actually occurs at 0dB when you output to your interface so the +9dB could be an internal limitation of the VST or the DAW.  What VST are you using and where are you seeing +9dB?

    Hello,
    I meant clip on a meter where it starts to show that 'red.' 
    I am using 'Nugen Audio Stereorizer 3' and 'Nugen Audio Mono Filter.'
    I have a feeling it is the the two VST I just listed.
     
    In addition, when I delete the VST in FX bin and then
    insert the VST back in FX bin, It does not clip anymore and plays normally.

    Yes, that does sound like it might be specific to the VST. I am not familiar with those plugins. Usually a plugin will have an output or level control to let you adjust the output level. If those have one try lowering them and seeing if you can get them not to clip.
