Crackling Noise On Playback and Recording

I'm using my VS-20 to record in Music Creator 6 Touch and I'm having problems with noise.  I'm not sure what is causing it.  I've tried lowering the input volume, the output volume, and adjusting the latency, but the problem persists.  There doesn't appear to be any obvious triggers.  It just happens.
 
The problem appears to be most evident when the guitar cable is plugged in (though that may just be a fluke).  I thought that may be a problem with the plugin, but even when running a clean signal, it persists.  Any assistance would be appreciated.
 
I'm running on a Windows 8 (64-bit) laptop.
 
EDIT - Tried again and I do believe it might be some interference with the plugin, Amplitube 3 specifically, but I have no idea how to resolve that.
