Cursor locked to the NOW Time

I cannot get the cross hairs to come up when using my mouse on a project. Whenever I try to move the vertical line the NOW time also moves. I cannot disconnect the two, as I've seen on instructional videos. I can't move the vertical line in the Track view and have the project play to that spot - the now time always moves with it.Is there a setting I'm missing? I hope someone understands what I'm trying to say - I'm extremely frustrated. PS - I don't know what the icons are for in the message section.
