[Dang Self solved] Unable to change the time signature of the first measure

[Dang Self solved] Unable to change the time signature of the first measure

The only place I can find to change the time signature of a measure(s) is in "Project -> Set Measure / Beat at Now..." and check the "Insert Meter" option and then adjust the values for "Beats per measure" and "Beat Value"
 
Works fine after the first measure, however not able to change the first measure, its currently set to 4/4 - wanting to change it to 6/2.
 
When I try I get this error:
 

 
Am I doing this correctly?
