Nowhere. There's no Brushes Kit in DP factory set.

Is there any way to tweak the tuning of the bass drum in the Room Kits?

Several. The easiest is to load the bass drum sample in another element, and use SHIFT to change the tune on it. Then you can limit your first element so it doesn't play that note.

The bass drum sound in the Room Kits doesn't seem to be velocity sensitive.

There are two bass drum sounds in each kit: The one in C2 (velocity sensitive) and the one in B1 (non-sensitive), this follows GM rule. If you want both to be velocity sensitive, there's an easy tweak to the sfz files: remove the "amp_veltrack=30" in the b1 sample.
