Downloaded Dimension Pro 1.5 help files not coming through

it say's " (To read, unzip first. Afterwards right-click on .chm, select properties, and click [Unblock] then [Apply].)"
 
Well , when I right click on .chm file and select properties I don't get the option to  click [Unblock] then [Apply] 
 
If I double click on .chm it brings up a HTML file that is only half working. When I click on index than click on items nothing happens. 
 
I can print some of the information but not all.
 
Any ideas?,
