Dual Monitor Pinning Plugin Issue

Hi folks...need help with pinning plugin issue.
 
I have 2 monitors on the left monitor is console (not main monitor) and on the right monitor is track view. If I pin a plugin on the left monitor (console) and click on a space or anything else in the console e.g. another plugin it disappears to background (desktop) and does not stay in front pinned to console. This is not the case with the track view.
 
Is there a setting for this that is causing this. I do not remember this ever happening before and am wondering what may have changed. I have read up on VST Recycle and what not so this is not a solution.
