EQ or Audio effects on a single clip?

I was playing on a session that was using Pro Tools the other day, and I saw the engineer highlight just one clip from a track I played on.  He didn't like the sound of a couple of the notes high up on the neck, and he seemed to be highlighting just that clip and applying EQ to that single measure, but not elswehere in the track. 

Is that possible in Sonar 8.5 PE?  I can't see an obvious way to do it.  Once I add an effect to a track it seems to affect the entire track.

You may need to split the clip into smaller sections and apply the effect to one particular small clip.

Alternatively, you could apply an effect to the whole track and use a Track Envelope to control the relevant effect parameter or to activate/deactivate the effect.
