Error Loading Bitmap

thought I asked about this a while back with no response, but it didn't show up in a search...
this error sometimes loads first, preventing the selected project from loading until I close it, and other times it just pops up after the project loads.  Looking for the plug culprits but haven't been totally successful.
I did find one plug... the VX-64 Vocal Strip shows a pixelated slider on the input and output volume slider.  Another possible offender is the TL-64 Tube Leveler, but it doesn't show any visual problems, it just seemed to show the error after I loaded it in the project.
Is there something I can reload that might fix this error?  Can't remember if those plugs were loaded with X3 or maybe reloading the current splat will overwrite those plugs?  I've been loading about every update for years.
 

I would also try updating your graphics driver. might not be related but its always my first choice when running in to any kind of bitmap, video, photo issues.

Still getting the error... and don't use Photobucket.
Could someone help by looking in their directory and seeing if they have the same files for the TL-64 Tube Leveler?
Could the dll be damaged and not point to the install dir?  I reinstalled the program a while back and also updated my graphics drivers, but still get the error.
