Export Audio Bit Rate Issue SPLAT

After reading how the A/D converter does not affect the Export Audio process, I find I need another avenue to explore. It seems that no matter what file I use, I cannot get a 16 bit, 44100 wave file out of the export feature. Even when I try to export at 24/96, I get some bit rate approx. 1/3rd that. A CD , with the 1411kbps file burned to it will not play, So I accept the reported bit rate as true. Up until now, I have only needed MP3. They do fine. But anything else seems to end up at a random bit rate other than the one I select.
I am using Wndows 8.1.whatever the last update was. The A/D is a MOTU 828x.
Any Ideas out there?

We digitaze tapes and vinyl for thousends of customers and we export more as 100.000 files per year on several computers. The most is 44 / 16 for CDs. I can definitely say that this is perfect working.
You can also export audio without any audiointerface. So this should not be up to your interface.
It is working when you click all options (but declick 64-bit-Engine) and choose Bit Depth: 16   Sampling Rate 44100   and Dithering "triangular".

We digitize tapes, vinyl, dat, md ... in broadcast and studio quality for publishers, public institutions and individuals.
4 x Intel Quad-CPU, 4GHz Sonar Platinum (Windows 10 - 64Bit) and 14 computers for recording tapes, vinyl ...

4 x RME Fireface 800, 2 x Roland Octa Capture and 4 x Roland Quad Capture, Focusrite .... Studer A80, RP99, EMT948 ...

Thambrecht, I read this reply in another forum question.this makes me think I may have corrupted software. I am contemplating a complete removal and reinstall, Still holding out for a possible explanation or possible solution for this. But thanks for confirming the D/A is not the issue.

Caa2, If you bounce your mix down in 96/24 then, for a CD, you have to export the file at 44.100/16bit.  This is the standard criteria for a CD. My older versions of Sonar allowed this selection and exported the files just fine. However; Sonar Platinum is not following the required selections I make during the Export process. You have to select the bit rate along with sampling rate. You will find this in the export pop up window.

talon, you may be convolving bit rate and word length. I suspect this because you mentioned "1411 kbps". A bit rate of 1411 corresponds to a stereo 44.1 KHz 16-bit file. We don't normally refer to bit rate with wave files, but that's how Windows Explorer reports them, and that may be the source of your confusion. If you export a 16-bit file at 44100 Hz, and Windows reports that as having a bitrate of 1411, then all is well.

All else is in doubt, so this is the truth I cling to.

Hello Bitflipper. If what you are saying is true, and i accept that it is, then the problem is , why does windows media player report the file is not playable, and none of the CDs I have burned will play in any of my players? I am using the Sonar CD burning function. The players all read the discs as unreadable, as if they are data and not WAV files.
Any ideas? I have been burning CDs since the old Pro Audio 9 days and never seen anything like this.
Thanks

So it looks like the MOTU 828x driver is in mortal combat with Windows drivers but it is winning. Still no Windows media player. Motu support seems to be fine with that.. make a note... But the weirdest thing is several of my CD players all seemed to have died simultaneously. I dug out some others and found the discs do play after all. Must be a cosmic inversion in my studio... or I need  to get some new equipment.   Thanks so much to bitflipper and THambrecht for their helpful input. It was much appreciated.
