For what you want to do, a dedicated video editor is necessary. Sonar is used to compose music to video, handles one continuous video clip at a time, and has no video editing facilities
You need to create the complete video first before importing it into Sonar. Once there, all the audio editing is possible. The video can be imported with or without it's existing soundtrack also.
Windows Movie Maker is free and available from Microsoft's website. It's pretty basic, but can handle most of the things you mentioned
