How about if they are the same size, only blue or dark?

The "dots" have always been there. IIRC back to Sonar 5 or 6, maybe earlier.

It sounded to me like someone thought it was new to Platinum.

And yes they were always a little hard to see. I agree : )

I found a way to customize fx bin text background. Text color is fixed which limits a bit useful color choises (green didn't work, blue is ok).
 

 
Above screen capture is taken from my Dark Side 2015 mod, available very soon.
I also made the FX bin on/off button green when enabled and gray when disabled. This way it's much more faster to see if the bin is activated compared to the default colors (if gray shades are colors...).
 
Of course this solution does not work for users who want to avoid 3rd party stuff.  Make feature requests to allow customizable graphics resources in general.
