I sorta figured this out, but the faderport is still not 100% working... after downloading and installing the latest drivers, copy faderport.dll from the presonus directory to the cakewalk shared surfaces directory. Then you have to register the dll with windows using regsvr32 from the command prompt. It is now recognized by Sonar, but only the fader and pan knob work; no transport functions.

I think I know why your Faderport isn't fully working, go into Preferences>Midi>Playback & Recording and ensure that Key Aftertouch and Channel Aftertouch are both checked.
 
This ensures that all funtionality of the Presonus FaderPort all light up and work.
