It would be tough for even the best engeineer to master a song out of ANY tracking application by itself. There is a definite advantage to breaking the process of recording up into it's three key components: Tracking+Mixing+Mastering. Its has more to do with preception and objectivity than rather or not it is possible.
Mixing down your sonar projects to 2 track and then using any 2 track editor ( Sound forge, Ozone, Wave Lab ) will yield much more professional results in the end.

I do agree that recording, mixing, and mastering should be broken into seperate projects/sessions.

However, You CAN master recordings with Sonar. In fact, there are template in Sonar4.

Here is how you can do a simple basic mastering project.
    1) Create a new basic project (you will only need a single stereo audio track - don't even need a bus, just an output).
    2) if one does not already exist, create a new stereo audio track.
    3) import you mixed (stereo file) to the new track - the final mixdown prior to mastering should be a stereo interleaved file (almost always wav).
    4) insert audio effects such as EQ, Compression, and Limiters either directly on the track or on a bus (depending on how you setup the project).

Quick Tip: if you have a good mix and you want to make it "louder" put a limiter on the track - lower the threshold and increase the output gain, but watch the distortion (you'll need some good monitors for this).

I do 100% agree with brad. The threads on this topic are infinite in number end endless in duration (or so it seems), but in summary, there are a number of good plugins that make Sonar an excellent tool for mastering - especially now that S4 has Pow-r dithering, but even S3 has a good audio engine.

The most popular software plug-ins used for mastering in Sonar appear to be (in no special order):

Waves - highly acclaimed,, but PACE and expensive
Ozone - well thought of but very CPU intensive
PSP Audio - generally well reviewed by users on this forum
    T-Racks - I tried it and I hated it, but maybe I didn't use it properly ...

I use and like both Waves and T-Racks.

Don't forget about the Sonitus:fx Suite included with Sonar 4 Producer Ed. These are really incredible!
