issue disabling speedstep

Can anyone help me here.
I installed Windows XP with speedstep enabled and this underclocks the CPU multiplier from 9 down to 6 when the CPU is idle.
Unfortunately this means that sonar has problems starting large projects that are close to the max CPU.
When I now disable this speedstep function in BIOS then Windows XP sometimes fails to load the ATI display driver on boot and the only way out is to recover the C drive with Norton Ghost.
Question: Is there anything I can do to get Windows XP to recognise the change in BIOS config correctly without re-installing the entire O/S ?
