    It was my impression form 696 was intended to identify assemblies of revelers whose activities may escalate into boisterous and uncivil behavior.

    I think Mike was passing comment on the UK's seemingly imminent capitulation to the whims of the brain police - it seems these buggers are everywhere - slowly, inexorably, stealthily but steadily removing freedom of choice, self-expression as well as the ability, or rather the neccesity, of letting off steam (at said football matches)
