To the UK folks: He's an ad man. That's all he does, infomercial style short TV ads (60 seconds, usually), usually for household cleaning products. He SHOUTS the whole while, grinning like a maniac. It is said that when he advertises a product, sales go through the roof, hence he is then hired for more and more ads. You can't watch half an hour of American TV without seeing at least one Billy Mays ad.
