Odd Plug-in menu behavior

In the plug-in manager, I can see the cakewalk restoration tool in my "organized by catagory" menu (under restoration tools).  However, when I try to find the plug-in to add to a track - it's not there.  I am using the organized plug-in menu on the track view too.
 
Anyone have any ideas?
