Win 7 Utility For Dual Processors?

When I installed XP a couple years ago, I followed the advice and ran the MS KB referenced utility for XP to improve how it utilizes dual processors. This seemed pertinent since XP was straddling the line between the old single core ways and the newer dual core ways of prcoessing. Afterward I noticed a more balanced cpu metering when I ran Sonar, and I never had any issues after that with cpu utilization.
 
So now I'm installing Windows 7 and I'm wondering if W7 needs a similar "helper utility" installed to make it use the dual core more effectively? Or has Bill Gates managed to get that working ok under the hood in Win 7 "as is"??

    So you are suggesting that there is no need to run any kind of enhancement or optimization to help Win 7 handle dual processors like there was for XP?

    Yes, Windows 7 was built with multiple cores in mind.  They didn't exist when XP was initially developed.

    But I still had to run the asus EZFlash bios update to get W7 to see both processors. Now I have two cpu graphs in task manager.

    I guess I spoke too soon. I booted up this morning and now it is back to only one cpu graph in task manager.

    This is getting old. What am I missing that needs to be configured to make W7 understand that there is a dual core cpu in this machine?
