I don't think you can do it that way inside SONAR, I'm not 100% sure though. You can set a midi-file activation (in Resources) to always launch SONAR, but not to launch a particular VST inside it.

Closest to what you're after is to create a template that includes ready set TTS-1, and the import the midi to that midi track.

SONAR PE 8.5.3, Asus P5B, 2,4 Ghz Dual Core, 4 Gb RAM, GF 7300, EMU 1820, Bluetube Pre  -  Kontakt4, Ozone, Addictive Drums, PSP Mixpack2, Melda Creative Pack, Melodyne Plugin etc.
The benefit of being a middle aged amateur is the low number of years of frustration ahead of you.

You can't do that. Maybe X1 will make it easier.

Easiest way to accomplish it is to load the TTS-1(via insert menu or synth rack) then Select All(Ctrl - A).  Then go to TRACKS - PROPERTIES -  OUTPUT  and in the box for Midi select the TTS-1 from the dropdown list.  All your midi tracks are now set to the TTS-1

Then save the project so you can use it again as your basic setup for running MIDI files with TTS-1.

The trouble is you can only use templates if you "import"  the MIDI file. Imported MIDI files do not have any tempo and a bunch of other stuff goes missing so they do not play properly. So you are stuck with "Opening" the Midi file to a new project. I'm stuck doing this with over 100 of my old songs I did years ago.
But What I did to tame the TTS1 was to save my own custom set up. Open the TTS1 Mixer, customize your instruments, outputs and reverb settings, it defaults to reverb is on on all channels ,not a good idea for bass,
Then use the file menu to save. Now it only takes me 10 second to be up and running. Don't forget to change the out put of the MIDI tracks to the tts-1, another step you have to do manually.
