Staff view ctrl or shift L/R arrows not working? (works now?)

Is there a bug in the staff view where the shift L/R buttons or the CTRL L/R buttons don't move anything?

i7 860/MSI mobo/8GB ram/win7x64ultimate/X2/profire 610/oxygen 61/running 48k currently.

    Seems to be working here.  Shift moves by note length selection and Ctrl takes it to the next note.
    What tool are you using?

    Sonar Platinum 64bit, Win 8.1 Pro 64bit,  Quad Core 3.2GHz,  16G ram, Edirol FA 101, Nvidia
    EW (Platinum Orchestra, Hollywood Strings, Pianos, Gypsy, Fab 4, Ministry of Rock,Choirs, etc)

    I wonder if x1a makes a diff, I have not loaded it yet.

    I've tried several of the tools to no avail.
