How do I do this effect?

It sounds like the power being turned off and the voice gradually gets deeper

example: http://www.youtube.com/watch?v=mRDbKeo-AuA about 30 seconds in

I don't know how to do it, can anyone help me?

Thanks!

I can't access that link from here, but if you mean it gradually slows down, try this:

That kind of slow down effect is pretty common. You might be able to do it with the Cakewalk Pitch Shifter audio FX. It's one of several Cakewalk FX that doesn't work for me. I just get a message that it's not installed correctly. You might have better luck with it.
