Odd problem. Sometimes upon boot up, USB is not recognized

I just built a new system with nice components.  My mother board is a gigabyte X58a.  Anyway, it seems that often when I power up and load Sonar X1, my MIDI ports are not seen.  When this happens I have also noticed that my keyboard is not powered correctly because the back lights on my keyboard are not lit.  My keyboard and midisport are connected via USB.  This makes me think that my USB ports are not powering correctly.  

I simply power down and reboot and 90% of the time everything works fine.

I guess I need to verify that my USB drivers for my motherboard are the most current but this problem is an odd one.

Have any of you ever experienced this type of problem?
