Delta 1010 Crackles and Audio Latency

I have a delta 1010 which I have been using for a while. I was getting stutters while using Sonar 8.5.3. I now upgraded to X1 and got a new PC, a Dell XPS 9100 with I7 Processor. The stutters seem to be gone but...

Now I can't record. I tried recording without echo on and I'm getting crackles and static. When I put echo on, there is a serious latency. I read through lots of posts on here and on the M-Audio site and could not find anything on this. I also played with both ASIO and WDM settings. I noticed in some cases, I impact the latency but can never get it right on. No matter what I do, the static stays in the recording.

Also saw a strange thing. With echo on, when I bring up the preference dialog, the latency goes away and my guitar is clear. As soon as I close the dialog, I have serious latency problems.

Any ideas? Is it time to get a new interface. (I hope not)

    I'm pretty sure the 10/10 requires the X1a hotfix (or at the very least is recommended)

    Have you installed the hotfix yet, or read into it at all?

    Seeing something interesting. A new project created with X1 does not exhibit any latency issues but files created using 8.5.3 or earlier have latency issues.
