I figured this out - at least partly.
I got nowhere with my first attempt, when I edited in the event window to add CC100=0, CC101=0, CC06=x, I got ... silence.
Then I looked harder at a specific soft-synth, to see if there was a way to set pitch bend there.
Using Dimension Pro, it has an option called "Midi Matrix".
I fiddled with it... and found by trial and error that I needed to set "Pitch Bend", "Pitch All", to 2400 ( using the mouse to scroll the integer value, yuck).
And this works, so now I know it can be done, and it is quite nice.
So now my trusty GR-20 has a new lease of life driving soft-synths, no need to rush out and buy a GR-55 just yet!
But this is just a partial fix. I need to do this menu hack every time I change a sound on Dimension Pro, and that is going to get old very quickly.
Now I need to figure out a mode that says "keep pitch bend at 2400 " for all sounds in this session. Maybe there are text config files for Dimension Pro "under the hood" I can go edit.
