How to change overall tempo?

I have a project with midi drums.  I have drawn in tempo changes during the duration of the project.  I want to increase the tempo a little bit overall.
Is it possible to raise or lower the tempo of the whole project with affecting the tempo changes drawn in on the tempo map?
 
There is no audio data in the project (yet).

    Do you mean you want the project to play, say, 5% faster, but keep all the relative tempo changes intact?  If so, take a look at process/fit-to-time in the documentation.  You'll have to do a little arithmetic converting percentage change to new time, but it's pretty straightforward.
