I apologize if this is a very basic question...
How do I setup where I can record whatever I hear through my pc/speakers?

This si so different from CAKEWALK guitar tracks which I'm used to.

It's up to your soundcard if it has "What you hear"-setting. You mean like recording streamed audio from Youtube?

SONAR PE 8.5.3, Asus P5B, 2,4 Ghz Dual Core, 4 Gb RAM, GF 7300, EMU 1820, Bluetube Pre  -  Kontakt4, Ozone, Addictive Drums, PSP Mixpack2, Melda Creative Pack, Melodyne Plugin etc.

Yes, like from youtube or a sound file from my pc that is opened...etc.
Where would this setting be located?

I don't even know which soundcard you have so  how could I have any idea of it's control panel?
Most such controls you'll find via Windows control panel.
The soundfiles on your pc you can just import to SONAR, if they are of the common types (MP3,wav, FLAC).
Reading the help files/pdf-manual of SONAR is essential if you're not aquainted with DAWs.
